It's the silhouette of French bistro porcelain, reproduced small enough to sit on a fingertip.

The relief is what carries it. A miniature cup with a smooth body reads as a plastic bead at any distance; these have vertical flutes running the full height and a bead course circling the rim, so the surface breaks light into a dozen small highlights. The handle is a proper open scroll with daylight through it — not a solid moulded tab.

Three sizes that work together: Small (13 × 10 × 8 mm cup, 14 mm saucer), Medium (15 × 13 × 10 mm cup, 17 mm saucer), and Large (21 × 17 × 13 mm cup, 23 mm saucer). In 1:6 scale these correspond to an espresso cup, a coffee cup and a full teacup — so a table can be properly set rather than repeating one cup.
